Local lawmakers believe session was productive

BRANSON MO NEWS: Despite a cloud hanging over the executive branch, Missouri’s Republican-led Legislature finished off its regular session with an array of bills that now sit on the desk of a GOP governor scathed by scandal.Within minutes of adjournment Friday, lawmakers launched a special session to consider discipline against first-term Gov. Eric Greitens. He faces allegations of sexual misconduct, in addition to accusations that he raised money for his campaign by using a donor list without permission from a charity he founded. He has denied criminal wrongdoing.“I think it’s safe to say that really didn’t affect our work,” said state Rep. Delus Johnson, R-St. Joseph. “Some people thought that it would, but we still continued to work as if nothing was going on.”

The last-minute dash to pass legislation included approval of measures that would cut certain taxes while sending to voters a referendum to raise the state’s gas tax, which is the lowest in the nation.A final version of proposals to slash both income and corporate tax rates, which the Republican bill sponsor Sen. Andrew Koenig called “the most destructive tax known to man,” was passed on Friday.The bill would lower the current 6.25 percent rate to 4 percent in 2020, a revenue loss that is estimated to be at least partially offset by a change in how multistate corporations can calculate their taxable income. Republican House Budget Committee Chairman Scott Fitzpatrick said the changes are projected to cost as much as $8 million or bring in as much as $12 million more in state revenue.The corporate tax code changes would be paired with a separate tax cut for most individuals — if both measures become law. Under the individual income tax proposal, which passed Thursday, the top rate would drop from 5.9 percent to 5.5 percent starting in January. …
